Bali's rice terraces are not run by an irrigation authority. They are run by farmers, organised into cooperatives called subak, coordinating through a network of temples that set both the water schedule and the ritual calendar together. Membership decisions on who plants when, who gets water first, and which rice variety to grow are reached by group deliberation, and a farmer who breaks the rules risks exclusion from temple ritual and community rites of passage rather than a fine from an office.

Farmers, not engineers

The vocabulary reflects the structure. The participating farmers are the krama subak, distinct from krama adat, the general village membership. Day-to-day running of a subak falls to a management body called the subak prajuru, headed by a coordinator sometimes referred to as the pekaseh, who represents the group in dealings outside it. According to unverified estimates, something like 1,200 individual subaks operate across the island, each typically drawing 50 to 400 member farmers around a single water source — small enough that everyone at the meeting knows everyone else's fields.

The age nobody agrees on

How old any of this is depends on which source you trust. One tertiary account places its development in the 9th century. A Bali-focused researcher instead points to the word subak itself, first appearing on a stone inscription in Tabanan dated 1072 AD. A 2015 technical report hedges further, committing only to 'at least the 12th century.' The figure usually quoted in guidebooks — a thousand years — sits comfortably inside that range without coming from any one of these datings specifically.

The lake at the top

Balinese belief traces every spring and river on the island back to a single source: Lake Batur, the crater lake formed by the volcano of the same name. Presiding over it is Pura Ulun Danu Batur, the supreme water temple, ritually linked to every other water temple on Bali the way all Balinese temples are linked to the mother temple at Besakih. The lake is understood as the domain of Dewi Danu, goddess of water, working alongside Dewi Sri, goddess of rice and fertility — a pairing that gives the irrigation system its two patron deities. Popular belief holds that neglecting ritual obligations to either can stop water flowing or crops growing.

Setting the calendar

The ritual planting calendar is not handed down from the top. Water temple priests are described as setting irrigation schedules only after consulting farmers positioned downstream, which means the calendar gets calibrated against real, on-the-ground water needs across an entire watershed rather than imposed on it. Staggering planting times across neighbouring subaks also breaks the breeding cycle of rice pests, since a pest that thrives in one field's growth stage finds a fallow or differently-timed field next door.

Testing the priests

That staggering looks, on paper, like something a government planning office could do better with modern tools. Anthropologist J. Stephen Lansing tested that assumption directly, first through fieldwork with ecologist Jim Kremer and later with collaborators at the Santa Fe Institute. The result ran against the expectation: temple-coordinated scheduling, worked out locally rather than dictated centrally, came out close to the best achievable outcome for both problems at once — enough water reaching every farm, and pest outbreaks kept down by synchronized fallow periods. A computer model built to check this ran 172 virtual subaks, each adjusting its own planting purely in response to what its neighbours did, with nobody designing the rules from outside. Left to run, it drifted toward order over roughly a decade of simulated time and settled on essentially the same synchronized planting pattern Balinese farmers already used.

When the theory got tested for real

The system's value became visible mainly through disruption. From the early 1970s, Indonesia's Green Revolution programme pushed farmers toward fast-growing rice varieties and away from the staggered, temple-timed planting the priests had coordinated for generations. The mismatch is reported to have caused pest and water problems that hadn't occurred under the older schedule — an accidental field trial nobody had asked for, run against a system that, it turned out, had been doing quiet, complicated work all along.

What the listing covers

In 2012 UNESCO inscribed the 'Cultural Landscape of Bali Province: the Subak System as a Manifestation of the Tri Hita Karana Philosophy' as a World Heritage cultural landscape, under criteria covering cultural tradition, human interaction with the environment, and association with living beliefs. It is not blanket protection for Bali's rice terraces. The inscribed property covers five separately mapped components — Pura Ulun Danu Batur, Lake Batur, the Pekerisan Watershed subak landscape, the much larger Catur Angga Batukaru landscape, and the Royal Water Temple Pura Taman Ayun — totalling roughly 19,520 hectares of core zone with a further 1,455 hectares of buffer around them. Subak land outside those boundaries carries no equivalent status. The sites were chosen partly because they were still fully operating, still growing traditional Balinese rice without synthetic fertiliser or pesticide, and still visibly tied to their ritual functions — a curated sample, not a survey of the whole network.

Tourism at the gate

The threat to subak survival identified most consistently across sources published between 2012 and 2025 is tourism construction itself — villas, hotels and restaurants converting rice land, competing with agriculture for the same water, and in some documented cases physically blocking or dismantling irrigation canals. Reporting on Badung and Gianyar regencies describes subak-irrigated land being converted for tourism infrastructure, with Ubud and North Kuta named as areas where growth has consumed working rice fields. At Jatiluwih, part of the large Catur Angga Batukaru component, unverified reporting put annual visitors above 250,000 as of 2017, alongside documented illegal construction of restaurants and villas overlooking the terraces despite the World Heritage listing. A 2020 peer-reviewed case study of the same site found that although the landscape still outwardly preserved its traditional character, tourism pressure had already produced measurable changes and posed a documented risk to the integrity the listing was meant to protect.

The tax that pushes out rice

Some of the pressure doesn't come from illegal building at all. Bali's land tax assesses agricultural land partly on location-based market value rather than purely on what it produces, so a legally permitted hotel built next to a rice field can push up the assessed value — and therefore the tax bill — on the working paddy beside it. An agricultural economist described this mechanism in 2012; researchers were still describing it as active in 2020. The effect is that farmers can be priced off land nobody has touched, simply because of what gets built nearby. There's a second, quieter cost to the same conversion: flooded terraces act as natural sponges, absorbing rainfall and recharging groundwater, and paving them over has reportedly been linked to worse flash flooding downstream, according to commentary on the pressures facing the system.

An unfinished inscription

None of this stopped once UNESCO granted the listing. The World Heritage Committee has continued issuing formal decisions reviewing the site's conservation status in sessions recorded through 2023, which points to ongoing monitoring rather than a one-off award. A 2015 Stockholm Environment Institute project working in the Catur Angga Batukaru villages of Rejasa, Sangketan, Wongaya Gede and Jatiluwih ran participatory sessions that led, in May 2014, to twenty subak heads forming a new cross-subak coordination forum — an attempt to manage the landscape collectively rather than village by village. IUCN's original evaluation called the whole thing a 'combined work of man and nature,' noting that even the most heavily engineered terraces still depend on the semi-natural hill and water systems around them. Whether the 2012 listing has actually slowed land conversion near the inscribed sites is not clear from the record: government and tourism-industry voices in 2012 and again in 2025 have tended to frame the conflicts as manageable through better zoning, while academic and NGO sources describe damage already under way. Bali's population passed 4.43 million in 2024, with foreign arrivals exceeding 454,000 in a single month that February — a scale of demand that the subaks now have to survive, not just the volcano and the weather that shaped their design a thousand years ago, give or take a few centuries.
